 6.  Admission Rounds:

6.1  Admissions to Foreign Nationals /Foreign Student / Persons of Indian Origin / Children of Indian workers in the Gulf countries:

The Principals of the Institutions of the respective Govt., Non Govt. Aided and Un aided Polytechnics shall invite applications for the seats reserved for Foreign nationals / Persons of Indian Origin etc by giving wide publicity in the newspaper and website etc.

Aspiring candidates fulfilling the eligibility criteria as mentioned in the rule 1.1 and 2.0 shall directly contact to the Principals of the respective Polytechnics for admissions. These admissions will be made strictly as per merit on or before the commencement of academic session for the first semester / year for the current academic year.

The admission against these seats (refer 1.3.0) is permitted to the institutes only after the institute secures a certificate from AICTE regarding the availability of facilities for creation of supernumerary seats. If any seats available for Foreign nationals / Persons of Indian Origin etc remain vacant due to non availability of eligible candidates for these seats, such vacant seats shall be kept vacant. Under any condition these seats shall not be offered to any other candidates.


6.2  Admission Rounds for Type A, B, C, D and E candidates:

6.2.1  Display of Merit list:

A consolidated provisional merit list based on the marks obtained at qualifying examination i.e. S.S.C. examination shall be prepared, arranging all applicants irrespective of caste or category in the order of merit and every responsible admitting authority shall exhibit this provisional merit list on the notice board indicating therein the marks obtained, in such a manner that it can be seen by all candidates in the merit list. A candidate seeking admission to a course covered by these rules shall have a right to raise an objection against the merit marks obtained by another candidate, if he/ she has a reason to believe, as per available documents that they are not given correctly, within given period.

The candidate raising objection shall lodge in writing, within two days of exhibition of provisional merit list, his/ her objections stating reasons therein, which led him/ her to believe that the merit marks obtained by the candidates against whom he/she has preferred to complain were incorrect with sufficient evidence to support his/ her objections. Mere expression of suspicion or doubt shall not be sufficient to warrant an inquiry.

The admitting authorities shall make inquiries in such a matter on the basis of evidence tendered, and decide whether the objections raised have been proved. If the objections are proved, correction to that extent shall be effected and a final list shall be exhibited and date of interview be notified to such candidates.

Admission shall be carried out on the basis of merit and with reference to choice of course indicated by the candidates at the time of admission, subject to reservation of seats and priorities provided in these Rules. The admissions shall be carried out in various rounds as follows:

6.3  General note on Admission Rounds:

All the candidates who have been assigned a District level Merit number and a State level Merit number by the respective institutes shall be considered for admission in these rounds (Round 1, & Round 2) for the seats available with the Admission Authority.

The Round 1 is conducted for all the candidates who are eligible for admission and have applied to that institute. The round has seven stages 1-A to 1-H. This round is to be conducted by counselling by the individual institute. The candidates seeking admission shall remain present at his/her to be as per the admission schedule.

The Round-2 is meant for filling the seats remaining vacant at the end of Round-1 and seats vacated due to cancellations up to the commencement of Round-2. The Round will be conducted by counselling.


6.3.1  Admission Round-1 ( District level 70 % seats and state level 30% seats):

Eligible candidates: All the candidates who have applied to the institute and are eligible for admission.

Seats Available : 70% district level seats and 30% state level seats of the institute.


Round 1-A: (General Merit Round)

Eligible candidates: All candidates who are eligible for 70% District level seats & State level

Seats Available: 70% of district level seats and 30% of state level seats of that institute.

General notes:

  • For the candidates with Technical subjects in qualifying examination (Technical Candidates), the seat availability shall be checked in the following order.

    1. Seats for technical candidates in Open category.
    2. Seats for technical candidates in respective reserved category.
    3. Seats for general candidates (Seats open for both technical and other candidates) in Open category.
    4. Seats for general candidates (Seats open for both technical and other candidates) in the respective rese-
      rved category.

  • The candidate may select any seat from the seats available at his/her merit number.

  • Reserved category candidates shall be admitted in open category by virtue of their merit or in their respective category of reservation, if open category seats are not available as per their merit.

  • SBC category candidates shall be admitted in open category by virtue of their merit or in their original category of reservation, if open category seats are not available as per their merit.

  • For the female candidates, the seats availability shall be checked in the following order ;

    1. The seats reserved for females in open category,
    2. The general seats (seats which are open for both male and female candidates) in open category,
    3. The seats reserved for females in respective caste category,
    4. The general seats (seats which are open for both male and female candidates) in their respective caste category, and the first available seat in that order shall be allotted to them.


Round 1-B:( Gender de-reservation Round )

Eligible candidates: All backward class candidates

Seats Available: On completion of Round 1-A, if any of the backward class categories mentioned above, does not get the required number of female candidates for the percentages laid down, the seats so remaining vacant shall be filled in from amongst all the candidates ( male / female) belonging to respective reserved category.

General notes:

  • The backward class category candidates already admitted in Round 1-A but desirous of seeking a change to a seat that was not available to them at that point of time shall attend this round for a change. Those backward class category candidates who are not admitted in Round 1-A may attend this round for a fresh admission.

  • Seats remaining vacant from Technical Female open and reserved category will be offered to respective category Technical Male candidates.

  • Seats remaining vacant from Non-technical Female reserved category will be offered to respective reserved category Technical Male / Female candidates.


Round 1-C: ( Technical de-reservation Round )


Eligible candidates: All backward class candidates.

Seats Available: On completion of Round 1-B, if any of the backward class categories mentioned above, does not get the required number of candidates for the percentages laid down for the seats reserved for Technical candidates, the seats so remaining vacant shall be filled in from amongst all the candidates ( Technical /Non-Technical) belonging to respective reserved category.

General notes:

  • The backward class category candidates already admitted in Round 1-A and 1-B but desirous of seeking a change to a seat that was not available to them at that point of time shall attend this round for a change. Those backward class category candidates who are not admitted in earlier rounds may attend this round for a fresh admission.

  • Seats remaining vacant from Technical reserved category will be offered to respective reserved category Technical / Non-technical candidates.


Round 1-D: ( SBC Round )


Eligible candidates: All candidates belonging to Special Backward Class category.

Seats Available: On completion of Round 1-C, if any of the backward class categories does not get the required number of candidates for the percentages laid down, the seats so remaining vacant shall be filled in from amongst all the candidates (male and female) of Special Backward Class (SBC) category, limited to the extent of two per cent seats of sanctioned intake capacity of different courses in various institutes, if available.

General notes:

  • The seats to be offered to SBC candidates shall be made available from any of the categories of reservation wherever vacancies exist after Round 1-C. Such seats for SBC category shall be filled, if available.

  • Any seat (to which a candidate may have been admitted in earlier rounds) falling vacant due to change in admission i.e. admission to a different seat in the current round, shall be made available to the next candidate in merit subject to the conditions mentioned under 'seats available'.

  • The SBC category candidates already admitted in the earlier rounds in their original category but desirous of seeking a change to a seat that was not available to them at that point of time shall attend this round for a change. Those SBC category candidates who are not admitted in Round 1-A, Round 1-B and Round 1-C may attend this round for a fresh admission.

Round 1-E: ( Backward Class Category group Round )

Eligible candidates: All backward class candidates.

Seats Available: On completion of Round 1-D, the seats remaining vacant in the respective group of backward class categories as mentioned below, shall be offered to candidates from the respective group with reference to their inter se merit, for each of the group.

Group 1:

    i)Scheduled Castes and Scheduled Castes converts to Buddhism (SC)
    ii)Scheduled Tribes including those living outside the specified areas (ST)
Group 2:
    i)Vimukta Jati (VJ)
    ii)Nomadic Tribes 1 (NT1)
Group 3:
    i) Nomadic Tribes 2 (NT2)
    ii) Nomadic Tribes 3 (NT3)
    iii) Other Backward Class (OBC)
General notes:

  • For example, the seats remaining vacant in SC or ST categories after Round 1-D, shall be offered to all the SC and ST candidates as per their group inter se merit.

  • The reserved category candidates already admitted in Round 1-A / Round 1-B / Round 1-C / Round 1-D but desirous of seeking change to a seat that was not available to them at that point of time shall attend this round for a change.

  • The reserved category candidates who are not admitted in Round 1-A / Round 1-B / Round 1-C/Round 1-D may attend this Round for a fresh admission.

  • Seats falling vacant due to changes in admissions shall be made available to the next candidate in merit from the respective group.


Round 1-F: ( For All reserved category Round )

Eligible candidates: All backward class candidates.

Seats Available: The seats remaining vacant in reserved categories after completion of Round 1-E, shall be made available to the candidates of all the reserved categories together, on the basis of the inter se merit of all reserved category candidates.

General notes:

  • The reserved category candidates already admitted in Round 1-A / 1-B / 1-C / 1-D / 1-E but desirous of seeking change to a seat that was not available to them at that point of time, shall attend this round for a change.

  • The reserved category candidates who are not admitted in Rounds 1-A / 1-B / 1-C / 1-D / 1-E may attend this round for a fresh admission. Seats falling vacant due to changes in admissions shall be made available to the next reserved category candidate in merit.


Round 1-G: ( All PH and all Defence vacancy Round )

Eligible candidates: All candidates who are claiming reservation for physically handicapped or for wards of defence service personnel as per District level general merit list as per their inter se merit

Seats Available: After completion of Round 1-F, the seats remaining vacant in any of the sub category of defence (namely D-1, D-2 and D-3) and physically handicapped (namely P-1, P-2 and P-3) shall be filled with reference to the inter se merit of all defence category candidates and physically handicapped candidates respectively in the district.

General notes:

  • All the defence category candidates and physically handicapped candidates in the district already admitted in Round 1-A / 1-B / 1-C / 1-D / 1-E / 1-G , but desirous of seeking change to a seat that was not available to them at that point of time, shall attend this round for a change.

  • Those defence category candidates and physically handicapped candidates in the district who are not admitted in Rounds 1-A / 1-B / 1-C/ 1-D / 1-E / 1-G earlier, may attend this round for a fresh admission.

  • Seats falling vacant due to changes in admissions shall be made available to the next candidate in merit in the respective category ( i.e. defence or Physically handicapped).


Round 1-H: ( General Merit Round vacancies )

Eligible candidates: All the candidates (open/reserved/male/female) of all the categories.

Seats Available: After completion of Round 1-F, the seats remaining vacant, if any, shall be filled with reference to inter se merit of all the candidates (open/reserved/male/female) in the district.

General notes:

  • All the candidates already admitted in Round 1-A / 1-B / 1-C / 1-D / 1-E / 1-F / 1-G, but desirous of seeking change to a seat that was not available to them at that point of time, shall attend this round for a change.

  • Those candidates who are not admitted in Rounds 1-A / 1-B / 1-C / 1-D / 1-E / 1-F / 1-G earlier, may attend this round for a fresh admission.

  • Seats falling vacant due to changes in admissions shall be made available to the next candidate in merit.

  • At the end of Admission round, the candidates are provided with opportunity for filling options for Admission Round-2 up to the date as specified in the schedule.


6.3.2  Admission Round-2: ( Round for filling vacancies due to cancellations ). This admission round is conducted in two stages as described below.


Round 2-A: ( General Merit Round vacancies )

Eligible candidates: All backward class candidates who have applied to the institute and are eligible for the admission in respective caste category. After completion of this round, the vacancies in reserved category SC, ST, VJ, NT1, NT2, NT3, OBC shall be filled from the candidates of the reserved category as per inter se merit list of all reserved categories.

Seats Available: The vacancies in backward class category seats within sanctioned intake after Round-1 and also the vacancies created due to cancellations of backward class category seats up to the previous day of start of Round-2 shall be filled with reference to inter se merit of all the backward class candidates. Vacancies created due to cancellations during the round will not be offered during the round. General notes:

  • The category wise vacancy position and the detailed schedule will be available at the Admission Centre of the respective district.

  • Any seat (to which a candidate may have been admitted in earlier rounds) falling vacant due to change in admission i.e. admission to a different seat in the current round, shall be made available to the next candidate in merit belonging to the same category as that of the seat.


Round 2-B: ( General Merit Round vacancies )

Eligible candidates: All the candidates ( open / reserved / male / female ) who have applied to the institute and are eligible for the admission in respective caste category. After completion of this round, the vacancies in reserved category SC, ST, VJ, NT1, NT2, NT3, OBC shall be filled from the candidates of the reserved category as per district level inter se merit list of all reserved categories.

Seats Available: The vacancies within sanctioned intake after Round-2A and also the vacancies created due to cancellations up to the previous day of start of Round-2B shall be filled with reference to inter se merit of all the eligible candidates in the district.

General notes:

  • The vacancy position and the detailed schedule will be available at the Admission Centre of the respective district.

  • Any seat (to which a candidate may have been admitted in earlier rounds) falling vacant due to change in admission i.e. admission to a different seat in the current round, shall be made available to the next candidate in merit.

Note: Candidates from outside the district are only eligible for vacancies in the 30% seats.


6.3.3  Additional Round: Counselling Round.

  • If any vacancies remain after the end of Round-2B, the respective Principal of the Institute shall conduct additional round of admission for all the candidates ( open / reserved / male / female ) of all the categories as per their inter se merit.
